Sure. You must have seen the previous post about the privy from about 2010 I believe. These are fairly common, I'm not sure how much more information I have on the program, but it seemed that many people took advantage of it. You paid for materials and the feds paid for labor through the relief program. The stool tanks are concrete and typically stamped with a number.
